Sam Hou Fai is the fifth Chief Executive of the Macau Special Administrative Region, sworn into office in December 2024. Born in Guangdong Province in 1962, his career unfolded in the quiet corridors of the law — first as a scholar of jurisprudence, then as a founding figure of Macau's modern court system.

For 25 years, he served as the inaugural President of the Court of Final Appeal — the first Chinese national to lead Macau's highest court.
