Sam Hou Fai is the fifth Chief Executive of the Macau Special Administrative Region, sworn into office in December 2024. Born in Guangdong Province in 1962, his career unfolded in the quiet corridors of the law — first as a scholar of jurisprudence, then as a founding figure of Macau's modern court system.
For 25 years, he served as the inaugural President of the Court of Final Appeal — the first Chinese national to lead Macau's highest court. That tenure defined a generation of judicial standards in the Region and cemented his reputation for integrity, clarity of reasoning and institutional discipline.
His transition from the bench to the executive is unprecedented in Macau's modern history and signals an era defined by rule of law, strategic patience and a mature vision for Macau's place in the Greater Bay Area.
"A judge listens before he speaks, and thinks before he decides. An executive must do both — faster, and in public view. The principle does not change; only the audience."
